We have enough points to get a facility to gain +3% XP for a nation. What should we do first?

i would honestly due either USA of Japan or one of the other nations with a lot of ships seeing as the have the most in their tech tree...more bang for yur buck..but thts my 2cents...i assume this wows? or something different?

We are already enjoying the following TNT benefits;
-10% repair to Battleships and Cruisers.
-10% the purchase price of all Tier V and VI (non-premium) ships

ok then ya i would choose USA or Japan just because they hav the most ships in their tech trees

Leaning heavy to USA as the first and Japanese for the second.
